Sorting/Re-ordering User Fields

I have a SQL, single selection field with defined values. I want the list to be in alphabetical order. Every time I add a new item to the list, it appends at the end and will not move to the correct "spot" in a-b-c order. Theoretically, I should be able to drag and drop the names to the right place in the list, but they simply drop back down to the bottom after saving.

I have tried exporting the list and re-importing after sorting, but aMember will not accept the import. How can I fix this?

I can drag and drop, but it doesn't stick. The list goes back to the entry order as soon as I save.
