How to edit title tags?

When I load the signup page, in the top of the browser where the title tag goes, it says:

"Signup Page |"

The actual title of the page is "Signup Page" (without the |). I see where I am able to change this title.

My question is how to I get the tag that displays in the very top of the browser to be something like

"Signup Page | Site Title" ?

I tried editing the signup.php file but I don't know much about PHP so I don't see where I can edit the title tag.

Is this for version 3.x or 4.x?

If for 3.x you can exit the file amember/templates/signup.html
