banning IP address

need to ban an IP address. I banned the initial user by blocking the IP in the initial profile. but then he created a new membership/profile and later that day logged in under the banned IP address.

using: 3.1.4

In this case, Id ban him from entering the site at all- go into your site cpanel and ban the IP.
