Yes it is. Themes and Templates might not be fully appropriate if I understand correctly what you are trying to achieve. You have designed new page in Photo-shop and you just want to use it for people to log-in with. If this is the case each section of the original aMember page consists of a separate forms so you just need to include within your coded page each relevant form. I think you will find however you design your new log-in form if an error is generated then the original will display so you will need to allow for this.
Yes, is requires customizing the code and would require skills in HTML, PHP, and CSS. I suggest you hire somebody that has the required skill set and has aMember customization experience.
